Synopsis
Detective Shirokuma Kaede is made to transfer to the Fair Trade Commission’s Sixth Investigation Division after committing a mistake. On her first day at work, the team is inspecting the premises of a large construction company that is suspected of bid-rigging. She notices a suspicious-looking employee Toyoshima Kohei who bolts from a room. He tries to pass a file that he had been holding to another man. Although Kaede detains them, Toyoshima resists. The other man answers that this destruction of evidence is an obstruction of their duties. He identifies himself to a doubtful Kaede as Koshobu Tsutomu. The genius Koshobu, who relies on logic and arguments, chose to work at the Fair Trade Commission after graduating at the top of his cohort at Tokyo University’s law faculty and passing the bar exam at the age of 20. Much to Kaede’s surprise, the Fair Trade Commission is described as a weak agency and looked down on by other government agencies. As it does not have the police’s enforcement power of search warrants or right to make arrests, there are all sorts of hurdles in investigations. Kaede is disappointed by the actual state of affairs. Although Koshobu and Kaede have totally different personalities and ways of thinking, she gradually begins to understand his mentality of boldly taking on big enemies as they team up to tackle difficult cases of companies engaging in bid-rigging, cartels and other forms of anti-competitive behaviour.
Characters
Sakaguchi Kentaro as Koshobu Tsutomu
An investigator who belongs to the Fair Trade Commission’s Sixth Investigation Division. He passed the bar exam at the age of 20. After graduating at the top of his cohort at Tokyo University’s law faculty, he could have got a job at any company or government office. As he chose to work at the Fair Trade Commission, he repeatedly got the question “Shouldn’t you have joined a better place?” from people around him. He seems to have a fixation about working for the Fair Trade Commission and is fired up with a sense of mission that is somewhat crazed – “I’ve to fight even if I’m weak”. Does this have some connection with his past? While he has a unique perspective and insights unlike other officers, he is considered an oddball by the people around him because he works quite differently from them.
Anne as Shirokuma Kaede
A new member of the Fair Trade Commission’s Sixth Investigation Division. She is honest and strong willed, and became a police officer because she admired her father. However, she failed to capture a criminal who was right in front of her. Because this incident was viewed as a problem, she was ordered to transfer to the Fair Trade Commission. She tends to let emotions get the better of her rather than act rationally. While the Fair Trade Commission carries out on-site inspections, questionings, stakeouts in order to determine the truth just like the police, she learns to her surprise that there are all sorts of hurdles during investigations as it does not have the strong authority of the police.
Koike Eiko as Momozono Chiyoko
A senior investigator with the Fair Trade Commission’s Sixth Investigation Division. She is not concerned about trivialities, always upbeat and good at dealing with people. Her forte in hearings, which are important to the commission, is her skill in winning people’s hearts and minds, particularly middle-aged men. She is concerned that the Fair Trade Commission is not well-known to the public and it also lacks rights, capable people as well as budget.
Okura Koji as Kazami Shinichi
The leader of the Fair Trade Commission’s Sixth Investigation Division. While his role is to direct on-site inspections, he finds himself at the mercy of the liberties taken and troubles caused by his subordinates Koshobu Tsutomu and Shirokuma Kaede. He is completely humble to his superiors and other government agencies, and puts the commission down as a weak agency.
Kohinata Fumiyo as Todo Kiyomasa
Vice Minister of of Land, Infrastructure and Transport. He is the man whom dark rumours are whispered about with construction companies. He seems to have some past connection with Koshobu Tsutomu and special feelings that are one-sided. He becomes the greatest enemy of the Fair Trade Commission’s Sixth Investigation Division and Koshobu, but he is a man of many mysteries.
Terajima Shinobu as Honjo Satoko
The chief investigator of the Fair Trade Commission’s Sixth Investigation Division. The commission originally had five investigation teams. The Sixth Investigation Division is a new team with Koshobu Tsutomu and Shirokuma Kaede that she set up in order to expand the commission’s might. She is the only person who knows about Koshobu’s past. Decisions on important matters regarding investigations are determined by the chairman and four commissioners. She is usually mild-mannered and graceful but she has a stronger sense of justice than others and will convince these decision makers so that Koshobu and Kaede can find the evidence that exposes corporate misdeeds.
