Synopsis: Hijiri Tatsuma (Kagawa Teruyuki) is a shrewd election consultant with a success rate of 99%. He boasts that an election is war and he will do whatever it takes to win. The previous day, he caused an internal rift in a rival camp by playing a trick and got the candidate who wanted an overwhelming victory, elected as wished. One day, Hijiri is asked by an old acquaintance Okuni Katsuhito (Kiba Katsumi), who is a member of the Diet, to defeat Kaburagi Jiro (Takahashi Katsumi), the charismatic mayor of Koten City, in the next mayoral race. Seven years ago, Kaburagi who was a former prosecutor, was elected after the previous mayor’s misconduct was exposed. He implemented a series of progressive policies and rapidly expanded its autonomy. As a result, he is called Japan’s most famous mayor. In fact, Hijiri and Kaburagi are closely connected. When Kaburagi first ran for mayor, Hijiri accepted Okuni’s request to be his adviser. However, he was appalled by Kaburagi’s way of doing things and dropped out halfway. Why has Okuni who was originally in Kaburagi’s faction changed sides this time? Hijiri probes but Okuni does not answer. He hands Hijiri bundles of cash and three resumes and says, “I’ll pay you as much money as you wish. I’ve a powerful sponsor. Choose a rival candidate from among these three people. I want him forced out of office.” Although Hijiri is suspicious of Okuni, he accepts his request and scrutinises the candidates. After setting his sights on Kuromatsu Sachiko (Dan Rei) who runs a nursery school in the city, he immediately approaches her. But she has been good friends with Kaburagi’s wife Mizuho (Okunuki Kaoru) since their student days. Looking at her relationship with Mizuho, the possibility that Sachiko will run in the mayoral race is believed to be close to zero. This kicks off a stormy battle for Hijiri … …
