Rookie detective Seike Mashiro is assigned to the First Investigative Division of the Kanagawa Prefectural Police’s Criminal Investigations Department from the Tokyo Metropolitan Police. She has been put in charge of the murder of Rina, the lover of prefectural assembly member Goda Bungo. Assistant Inspector Kurokouchi Keita, who is responsible for electoral fraud in the Second Investigative Division, shows up at the crime scene. Goda had thrown himself at Kurokouchi’s mercy after murdering Rina. He is the first person that the First Investigative Division suspects of the crime. However, Kurokouchi’s statement steers them in the direction of robbery. Kurokouchi is feared as the “prefectural police monster” for the many scandals he knows about politicians and businessmen through investigations and the large sums of money he extorts from them. An aloof man with no subordinates, but cracks brutal unsolved crimes through information obtained illegally along with the money. He is an underhanded, corrupt daredevil who fights one evil with another. Although Mashiro detests this sort of detective, she finds herself paired up with Kurokouchi and instructed to keep tabs by the prefectural police chief Dojima Noriyuki who has doubts about his behaviour. During the course of the investigation, she learns that Kurokouchi has a noble aim. He believes that the prefecture’s governor Sawatari Kazunari is behind the unsolved massacre of a family of three eight years ago. As he pursues the case, he gets close to the truth of the audacious 300 million yen heist in 1968, the greatest unsolved case of the post-war era.

Nagase Tomoya as Kurokouchi Keita
A detective of the Second Investigative Division of Kanagawa Prefectural Police’s Criminal Investigations Department and the leader of Team Kurokouchi. Rank: Assistant Inspector. He is a corrupt detective with a leering smile who will do anything for money such as extort, blackmail, forge evidence and cover up, but in truth pursues a great evil. He probes unsolved cases with the illegally obtained money and information.

Goriki Ayame as Seike Mashiro
A Tokyo Metropolitan Police detective seconded to Kanagawa Prefectural Police’s First Investigative Division. She is a member of Team Hotei. Rank: Assistant Inspector. A graduate of Tokyo University’s Faculty of Law and Category-I civil servant. In other words, she is a career bureaucrat. She has an upright, no-nonsense personality. Because she is too serious, she is out of step with the people around her. Her talent is her exceptional memory. She knows the investigation information on criminal cases that occurred in the prefecture in the past 10 years by heart. She is teamed up with Kurokouchi Keita on the orders of police chief Dojima Noriyuki, and given the important task of carrying out secret surveillance on his misdeeds. Before long, she becomes aware of the presence of a great evil.

Kashii Yu as Sawa Machiko
A forensics researcher with the crime lab of Kanagawa Prefectural Police’s Criminal Investigations Department. A talented woman who has obtained a PhD. She ignores the realisation that the forensic results are being falsified because she does not want to get dragged into a mess. However, when pestered by Seike Mashiro, she tells her the truth in private.

Azuma Mikihisa as Goto Kaname
The director of Kanagawa Prefectural Police’s First Investigative Division. Rank: Superintendent. He shoulders the heavy responsibility of leading and assessing the investigations in most cases in the First Investigative Division, giving precise advice and orders. This resourcefulness and judgment has earned him the trust of the top brass. He is an exceptional detective above reproach.

Hasegawa Tomoharu as Hotei Zenjiro
A detective of the First Investigative Division of Kanagawa Prefectural Police’s Criminal Investigations Department and the leader of Team Hotei. Rank: Assistant Inspector. A detective who made his way up the ranks from the front line, he is hung up about prestige and rank. Because of that, he loathes Kurokouchi Keita who addresses him on equal terms even though Kurokouchi is younger.

Daichi Yasuo as Yakushiji Makoto
The inspector of the Kanagawa Prefectural Police’s Police Administration Department. Rank: Superintendent. An honest man who is proud of the job of a police officer. He always has a forbidding countenance and his expression is hard to read, but he enjoys the trust of police chief Dojima Noriyuki and head of criminal investigations Kakizaki Kiyohiko, and also gives advice on investigations as an observer. Because he was from forensics, he dislikes Kurokouchi Keita for making up and forging evidence. Now that he has become the inspector, he keeps a close eye on Kurokouchi’s improprieties.

Kazama Morio as Dojima Noriyuki
The chief of the Kanagawa Prefectural Police. Rank: Senior Commissioner. He is quite an elite among the career bureaucrats heading the prefectural police. He entrusts Seike Mashiro with the unprecedented scheme of carrying out secret surveillance on Kurokouchi Keita who is in the thick of the case of the murdered hostess. His subordinates as well as the politicians and businessmen in Kanagawa Prefecture have strong faith in him.

Watabe Atsuro as Sawatari Kazunari
The governor of Kanagawa Prefecture. A former police official. He has been elected twice and is serving his eighth year. Because he behaves modest and candid on the outside, he enjoys strong support from the residents of the prefecture. However, he is a hard-nosed man of great ambition. He is one of the few people who knows the truth about the 300 million yen heist.
